To see what the first two of these statements mean in practice, think of a number of galaxies at roughly the same distance from us, all situated near the horizon. According to the second statement in Hubble’s law, they are all receding from us at roughly the same velocity.

The third statement implies that the galaxies situated twice as far away as the first are moving away twice as fast as the first.

Galaxies at the same distance from the earth, receding at the same velocity.

An immediate consequence is that the distance between the inner and outer rings of galaxies is also increasing, and at exactly the same rate as the distance between ourselves and the inner ring. In the same way, if we take a whole series of rings spaced at equal intervals, then each successive ring moves away faster than the previous one, so that the spaces between them are all growing at the same rate.
